This report contains the Conversation on Coverage's initial recommendations which were developed over a year-long period by Second Stage Working Group members. These interim recommendations were initially unveiled at the Conversation on Coverage’s 2004 National Policy Forum and are being further refined during the Conversation's Third Stage in preparation for their release at a Congressional Briefing in early 2007.
